Reconsidering The Gsp Regulations: What Is The Sri Lankan Impact?

While the EU and the US are reconsidering their options regarding the GSP status with Sri Lanka, what is its impact in the Sinhala Island?

The EU adopted a GSP regulation scheme bringing it into force from 1st January 2009, till December 2011. GSP is a trade arrangement which enables 176 developing countries to gain preferential access to the EU markets in the form of reduced tariffs for their goods in the European markets. The standard GSP provides preferences to 176 developing countries on over 6,200 tariff lines. A special scheme known as the GSP+ offers additional tariff reductions to shore up more susceptible countries. The Everything But Arms (EBA) arrangement provides duty free and quota free access for all products from 49 Least Developed Countries (LDC).

The primary objective of the GSP is to aid in minimizing poverty and promoting sustainable development among the developing countries. Preferential tariff rates offered by the EU for the developing countries enable them to participate in the international trade, and generate additional export revenues. Countries eligible for GSP benefits must satisfy several criteria. The initiatives taken by the country to protect the workers rights, acceptable work conditions, hours of work, prohibition of compulsory labor, checking on the minimum age of employment, prohibiting child labor, and right of collective bargaining will be considered while enabling GSP benefits.

US has decided to review Sri Lankas GSP status. It states that is has accepted a petition to investigate the fact, whether or not Sri Lanka is eligible to meet the criteria related to worker rights. The petition filed by the AFL-CIO (American Federation of Labor and Congress of Industrial Organizations) has stated allegations that Sri Lanka has violated labor standards. This includes violation of freedom of association, collective bargaining, non-enforcement of labor laws, and anti-union discrimination in the Sri Lankan apparel sector. It is stated to be the result of poor labor conditions, and non-compliance with international labor standards especially in the export processing zones and the apparel sector.

Will reclamation of GSP benefits affect the Sri Lankan Economy?

The international body findings have exposed findings regarding violation of human rights, and exploitations in the apparel industry. Some of the top apparel manufacturer companies in Sri Lanka are listed therein. The duplicity of these apparel conglomerates are exposed in a shocking manner in the complaint. Sri Lanka is at the brink of losing both the EU, and US GSP benefits. Earlier, the Republic of Maldives lost its GSP benefits due to such complaints. The EUs suspension of the GSP preferential tariffs is expected to lead to a loss of US$ 500 million for a year. This will mean a loss of 12% of the apparel exports of the country. Observers also comment that, if the GSP benefits are terminated, massive economic downfalls would crop up, and more job opportunities would be lost. Trade unions of the apparel sector have voiced their concern of cost cutting by employers in the apparel sector.

On the contrary, some experts assert that, Sri Lanka is not likely to be much affected by this as most of the textile and apparel products exported to US are excluded from the GSP regulations. They believe that the country posses the ability to achieve higher levels even without the GSP benefits. Though GSP benefits are a bonus for countries to enter into the global market, still, Sri Lanka is not dependent on the discounts for ever.

Labor cost in Sri Lanka is comparatively lower against the European labor cost which is an advantage for Sri Lanka as Europe has many manufacturing units. Some firms in the country believe that added focus on productivity would add an advantage as high levels of productivity would improve the quality of their goods, and buyers will continue to do business with them even without any concessions. This would be a key step in developing better links with the international buyers.

Speculations regarding the recoup of GSP benefits from Sri Lanka have evoked mixed reactions globally, with arguments happening in favor of, and against the country.

The very famous Sri Lankan cuisine dates back with the influence of colonists and foreign traders that came to the country many years ago. Their famous cuisines consist of rice that is either steamed or boiled served with curry powder. Another way they serve their rice is with fish-based dishes and other kinds of meat together with the curry powder. The curry, being a regular and famous spice of Sri Lanka also is mixed with vegetables and other meat products which they sauté together with oils and pickles.

There is also a famous dish that is the "mallung" which are chopped leaves cooked with grated coconut meat and red onions.

Coconuts are used regularly by the Sri Lankan to give their meals a distinguished and unique taste.

The Sri Lankan are also fond with sweets and make several dessert meals. There is the "Wattalapan" which is a steamed pudding that is mixed with coconut milk, together with eggs and a solidified extract from the kitul palm. This is very well known dessert in Sri Lanka and is pretty delicious and mouth watering. Another sweet delectable is the "kavun", which is made from green gram that is a sort of ground paste that are shaped like diamonds and then fried in oils. During some occasions like the Tamil New Year, lots of sweets are being cooked by the locals.

There is also the sort of meal the Sri Lankan called the "short eats" which a variety of snacks that can be found in restaurants and fast food chains along Sri Lanka.

Award-winning film director Boodee Keerthisena has always been a person who likes to try out something new and unpredicted. The maker of hits like Sihina Deshayen and Mille Soya began yet another chapter in his cinema career with the launch of his latest film Nimnayaka Hudakalawa (Children of a Silent Age) recently.

The story revolves around a creative director of an advertising agency going through an experience he has never encountered. His wife is pregnant and waiting to give birth at any moment but he has to be at office and sort out an urgent advertising campaign.

While at the office, he gets a phone call from his mother relating that his wife is rushed to hospital because she is about to give birth. On his way to hospital he encounters an experience which makes him fight his desires and fears. An unexpected turn of events await him at the hospital.

Saumya Liyanage, Sangeetha Weeraratne, Ravindra Randeniya, Nimmi Harasgama, Kingsley Ratnayaka, Sachini Ayendra, Palitha Silva, Suranga Ranawaka, Lakshman Mendis and others will play the lead roles in the movie which will be produced by Buddhi Keerthisena.

Popular television and radio personality, Kingsley Ratnayaka will make his debut as an actor in Nimnayaka Hudakalawa.

The original sound track is by Lakshman Joseph de Seram.

Ajith Kumarasiri will compose some of the Sinhala and Tamil songs. Channa Deshapriya is the director of photography while the production designing is by Chandraguptha Thenuwara. The screenplay is by Boodee Keerthisena and Kumara Galahitiyawa is in-charge of the make up department.

Award winning young filmmaker Vishwanath Buddhika Keerthisena has completed the filming of his latest direction ‘Nirnnayaka Hudakalawa’ (Solitude in a valley) and it is being in the post production stage.

Buddhika, popularly known as ‘Boodee’ shot to fame with his first to directions ‘Sihina Deshayen’ and ‘Milla Soya’ which won many awards at the Prestigious ‘Sarasaviya’, “Presidential” and ‘Signis’ Film award ceremonies in addition to viewer accolades. Among the other awards Boodee won ‘Best Film’ and ‘Best Director’ for his earlier directions and his latest ‘Nimnayaka Hudakalawa’ is to add another feather to his cap.

In his latest Boodie has experimented painting a picture of several happenings and a chain of dreams within one night.

Boodees himself has created the story in this film and joined hands with Chinthana Dharamadasa of Guerilla Cinema Creations group to write its screenplay. Incidentally this is the first time that the Guerilla Creations group has pooled their talents with Boodee.

The films star cast includes Ravindra Randeniya, Sangeetha Weeraratne, Saumya Liyanage, Palitha Silva, Sachini Ayendra, Kingsley Ratnayake, Lakshman Mendis, Wasantha Monarawila, Samanmalee Fonseka and several other new actors and actresses.

Veteran film director and script writer Tissa Abeysekara plays a special role in the film while internationally acclaimed young director Vimukthi Jayasundara is also playing a character in it.
Lakshman Joseph de Saram who shot to prominence by having his debut in film music direction in ‘Boodee’s ‘Mille Soya’ bagging the Presidential award for Best Music Director wrote the musical score in ‘Nimnayaka Hudakalawa’ as well.

The film is produced by Buddhi Keerthisena.
